Unlike the City of Missoula, Missoula County does not have a central wastewater and drinking water system. Residents can, and have, created Rural Special Improvement Districts (RSIDs) to operate and maintain water and/or sewer systems that provide service to properties within the legally defined boundaries. Residents within RSIDs pay taxes directly towards the maintenance of the systems. They show up under the “special assessments” table on your tax bill.

All RSIDs are under the jurisdiction of the Board of County Commissioners. The Public Works Director, at the direction of the Board, manages and operates the districts.

Rural Special Improvement District 8916 serves the El Mar area off of Mullan Road.

Rural Special Improvement District 8925 serves the Sunset West area north of the Wye.

Rural Special Improvement District 8918 serves the Lewis and Clark area in Clinton.

Lewis and Clark RSID #8918 received approximately $89,000 from local American Rescue Plan Act funding from the Missoula Board of County Commissioners to improve the districts wastewater collection system. The county contracted with HDR Engineering, Inc to replace its failing system. The new system's cost was paid for with 100% ARPA funding and was at no cost to the 42 homeowners who use it. The system was installed in 2022 and includes a dosing tank, filter, valves and two new pumps.
